The European Commission adopted a policy paper on 10th September 2003, which is an update of the Commission’s Communications on EU-China relations of 1998 and 2001, set out a framework that is intended to guide EU policy and action towards China over the next two to three years.

When reviewing the implementation of action points in the 2001 Communication, this Communication mentioned

“Good progress has been made in implementing the concrete actions identified in the 2001 Communication. An EU network has been created to track China’s WTO implementation. There have also been regular and intensive consultations with the Chinese authorities on relevant issues. The EU Chamber of Commerce in China has become increasingly active and further increased its scope of activities, and has become a key interlocutor both for the EU and for the Chinese authorities. These instruments have allowed the EU to make progress on some important existing concerns.”

Supporting the growth of the European Chamber was included in new action points of this Communication

“Support the growth of the European (Union) Chamber of Commerce in China (EUCCC), the expansion of its scope of activities, as well as a stronger presence in the regions; promote the speedy integration of companies from new EU Member States into the EUCCC.”

The Communication also recognised the European Chamber’s

“great efforts to raise the EU’s profile through daily contacts, the dissemination of information and publications, and the organisation of public events”.
