Background
According to the European Business in China Business Confidence Survey 2025, over 55% of European companies in China are actively pursuing carbon neutrality. However, limited access to renewable energy—especially in major manufacturing hubs—remains the main obstacle.
Since 2022, the European Chamber’s Energy Working Group has led advocacy efforts to improve access to renewable energy, through Position Papers, formal submissions, high-level dialogues with Chinese and EU authorities, and initiatives such as clean energy tours, industry forums, and business roundtables.
Result
These efforts contributed significantly to key policy advancements in 2024–2025, including green power market reforms and upgrades to green electricity certificates. These changes addressed structural barriers to renewable energy procurement, particularly for multinational companies with cross-regional operations.
